When is enough, enough?

As I was heading out today, I saw someone hovering on the sidewalk with a notepad. I told her it was OK to come into the garden -- this is what I generally say to hovering strangers -- and she said she was just writing down a quote from the poem I have on a sign. When is enough, enough?

You should cut your losses when what you're doing -- such as being patient and hoping someone else will change -- just isn't working. Think about trends & make a diary of the issue, scaled from 1 to 10.

Is it really getting better?

If nothing's changed for 2-3 months, you either haven't gotten the person to try, or he/she has simply failed.
